Peeping at the Research and Development Centre: IAR is Perfecting Agricultural Products Development

Research is the key to unlocking the huge potential and bridging the productivity gaps in various commodities in the Nigerian agricultural production system. Under the auspices of the Federal Government, Nigeria has 14 commodities-based Research Institutes and four Agricultural support service providers and coordinating and supervisory body. These do not include states owned agricultural research Institutes. As part of Nigerian structure to develop agriculture, the 14 commodities based NARIs are mandated to genetically improve their mandate crops, develop their improved production, Processing and utilization technologies as well as develop preventive and curative measures against environmental hazards associated with farming system. Each of the 14 NARIs were allocated commodities, which they have comparative advantages based on their ecological locations. All the major agricultural commodities being produced in Nigeria are covered by these NARIs. Similarly, The 4 NARIs, providers of Agricultural Support Services are NAERLS Zaria, NCAM Ilorin, ARMTI Ilorin and NVRI Vom near Jos.  The major mandate of NAERLS is to provide Extension and Liaison Services, NCAM has a major of developing technologies for Mechanizing Nigerian Agriculture while ARMTI is mandated to identify managerial needs/Problems and develop appropriate interventions to address them. VOM is mandated to identify animal diseases, develop their treatment and control, and production of animal vaccines against diseases.
Agricultural product development is a technique involving production of agricultural commodity, transforming it to useful product as ready-made food for consumption or to other useful product to mankind. This technique involves stages that are related and depended on each other. The stages are production, post-harvest handling, storage, conservation, processing, marketing and utilization. The stages are not only interrelated, overlapped and interlocked but could be planned and done in a chain series. That is why they are code named “value chain” of a given commodity. In the recent past, National Agricultural Research Institutes (NARIs) whose major mandates are improvement of crops genetic and production practices were concentrating their research activities to production with less emphasis on the postproduction processes. However, the economic downturn and the concern for economic diversification are making NARIs to give the required emphasis to processing, handling, marketing and utilization of their mandates crops. One of such NARIs is Institute for Agricultural Research (IAR) located in Samaru – Zaria, Kaduna state.  
Institute for Agricultural Research (IAR), one of the 14 commodities based research centre is assiduously making effort in agricultural product development. IAR is one of the research centres of Ahmadu Bello University, Zaria. It was established in 1922 as the headquarters of the Department of Agriculture of the defunct Northern Region, It is located on latitude 11 degree North and longitude 7 degree East, some 15kms from Zaria town and in the North-West of the Main Campus Ahmadu Bello University, Samaru. One of the Nigerian Laws transferred the Institute to Ahmadu Bello University, as a Research Institute on 4th October 1962. Initially, the Institute was assigned the responsibility of conducting research for the Northern States in conjunction with Ministry of Agricultural and Natural Resources of each state. Presently, IAR has three Research Outstations as Agricultural Research Station (ARS) located at Kano in Kano State, Kadawa, Kano State and Irrigation Research Station, Talata Mafara, Zamfara State.
By April, 1987 following the reorganization of National Research Systems in the country, IAR was mandated to conduct research on genetic improvement of sorghum, cowpea groundnut, cotton, sunflower and later maize, castor, Artemisia and jatropha. The Institute was mandated to address problems of all agricultural food crops production in the North West Agro-ecological zone. The Zone covers seven states; Jigawa, Kaduna Kano, Katsina, Kebbi, Sokoto and Zamfara States. In particular, the Institute is to address problems of farming system, adaptation of introduced and improved crop varieties/cultivars, development and testing of pest and disease control measures. Others problems assigned to the Institute were to device strategies for addressing the Socio-economic problems of agricultural production, soil fertility, soil stabilization, and irrigated crops production. Another important mandate for IAR is the design and fabrication of simple agricultural implements and equipment. Recently, IAR created a product Development Research Programme with mandates:
      i.         To determine nutritional and biological value of the IAR mandate crops,
    ii.         To assess the suitability of the crops for further industrial processing while improving the technology of local food processing
  iii.         To monitor foods and feeds produced from these crops for toxic contaminants.
The IAR mandates crops cut across cereals, grain legumes, horticultural and oil crops making them perfect for undertake the product development to conclusion. What are the breakthroughs of IAR in agricultural products development?
Some of the achievements recorded are the development of composite products and their characterization for nutritional and anti-nutritional values. The products are maize composite bread, cakes, cookies, meat-pie and Chin-chin. IAR was also able to produce these products from millet composite, sorghum composite, cassava composite, sweet potato composite and tiger nut composite.  Maize and sorghum are major cereal crops massively produced by the savanna zone of Nigeria whose production estimates are between 4 and 6 million metric tons. The crops are major sources of protein, carbohydrate, minerals and vitamins. These achievements of making bread, cakes, cookies, meat-pie and Chin-chin from maize, sweet potato, cassava, tiger nut composite flours are giant stride by IAR. Hitherto, these products were only known to be produce from wheat composite flour, which had to be imported with hard earned foreign exchange. This is a golden opportunity for agro-allied industries and local bakers to commercially produce these products for the nation. It will certainly save the country the huge foreign exchange at this period of economic recession and may even earn external revenue to the country through exportation to the neighboring countries. Still on the food products, works are ongoing in the development of peanut butter spread, peanut butter chocolate, cocoanut candy, peanut cookies, and cowpea strips among others.
Another area of focus by IAR is characterization of Nigerian jatropha for the production of biodiesel. It is one of the Institute’s research activities in the genetic improvement of jatropha for high oil content and quality for biodiesel production as well as value addition for use as seedcake to produce animal feeds. Seeds from 57 lines of jatropha germplasm were analyzed for their biofuel content as well as other physical and chemical properties, which could provide different usages of the crop. The results of the proximate analysis of 57 jatropha lines indicate that the mean percentages of ash, oil, carbohydrate, protein and fibra were 2.6, 37.6, 35.4, 16.3 and 22,1, respectively. Consequently, it could be concluded that jatropha, in addition to biofuel, has potential for making seed cake formulation because of the high protein, carbohydrate and ash content, if its toxicity can be controlled, perhaps through fermentation.
The efforts made by IAR in agricultural product development are commendable but there is need for the agro-allied industries to take the gauntlet for commercialization of the products and make them available to end-users. It is high time that the Federal government formulates a policy to compel industries to use the prototypes products developed by our research centres for commercialization. Alongside the policy, incentives could be provided to industries for using our indigenous innovations and research results that were found viable. This has numerous advantages; strengthening the research centres through patronage, increase productivity of the centres and industries, boost the nation economy and creating jobs opportunities to many Nigerians and foreigners. No doubt, IAR has demonstrated her capability to produce viability products; the ball is in the court of policy makers and industries. Will they kick it? Nigeria is tired of importing what it can produce in abundance

Public procurement refers to all kinds of acquisitions of public goods and services. Hence, public procurement is all-encompassing process such that it affects every naira and kobo spent by government. All governmental activities entail the procurement of a category of goods or services of some sort. The acquisition may be under formal contract or not, of works, supplies and services by public bodies. It ranges from the purchase of routine supplies or services to formal tendering and placing contracts for large infrastructural projects by a wide and diverse range of contracting authorities.
Over the years, public procurement provided conducive atmosphere for short changing the society and corruption.  Many people become multi-millionaires overnight without transparent means of how they mounted to such level. Corruption is simply a misuse of public office or position for a private gain. It is perpetrated through bribery, extortion, influence peddling, nepotism, fraud, speed money or embezzlement. A speed money implies a fast and cheap way for making quick money illegally. Corruption may include misappropriation, indiscipline, abuse of office and moral tepidity, among other unethical behaviours. These forms of corruption manifest in both the public and private sectors. For corruption to take place, the action must be intentional, in conflict with the principle of public service performance as well as enjoying derivable benefits from the act. Monopoly and discretion of an office without accountability, integrity and transparency brood corruption. Thus, corruption is commonly found where influence and discretion of public officials is preponderant but accountability, integrity and transparency are absent.
Public procurement is part and parcel of governance in any society but must be done transparently and efficiently to be of benefit to the governed otherwise it becomes a bedrock of corrupt practices. In Nigeria, unpatriotic and innate corrupt government officers use public procurement for aggrandizement at the expense of public service. For instance, World Bank Country Procurement Assessment Report (CPAR) indicated that by 1999, Nigeria, as a nation lost a staggering $10 billion dollars every year to corruption in public award of contracts. This was what prompted the then President Olusegun Obasanjo to set up Bureau of Monitoring and Price Intelligence Unit (BMPIU), “due process”. He then sent public procurement bill to National Assembly between 2003 and 2004. The Bill was signed into law by the former President Musa Yar’Adua of blessed memory on the 4th of June 2007. That singular act has remained one of the most remarkable watershed in Nigeria governance reform efforts particularly in the Public Procurement sub-sector. The initial implementation of the procurement process under the watchful eye of President Yar’Adua was reported to produce an encouraging initial result as N102 billion was saved in a single year. The cardinal objective of Public Procurement Law 2007 is to pro-actively address past anomalies and defects in public procurement system. This includes absence of ombudsman regulatory institution, lack of procurement thresholds and the need to effectively drive public procurement process in order to achieve accountability, transparency, openness, value for money and zero-corruption.
 The major concern to Nigerians in addition corruption is the abandoned public projects littered across the nation. By 2012, about 12,000 federal projects were abandoned as reported by Premium Times (24/11/2012), an online Newspaper. It quoted a university don, Professor Kole Omotoso saying “an estimated 11, 886 Federal Government projects were abandoned in the past 40 years across the country”. These projects worth trillion of Naira of public funds. Another similar report from Vanguard Newspaper of 28th December, 2016 indicated that over five trillion Naira worth of projects were abandoned across Nigeria. The paper quoted Dr Abbas Tajuddeen, a member representing Zaria Federal Constituency in the House of Representatives during an interview on the bill he is sponsoring for the amendment of public procurement act. He said “today Nigeria has more than N5 trillion worth of abandoned projects and if you trace the history of these projects, you will find out that they are predominantly caused by contractors’ neglect. We believe that by coming-up with an additional legislation to provide for additional fines and damages against contractors, issues of contracts abandonment will become history in Nigeria.” Nigerians are the losers of abandoned projects in all fronts, first, we lost the hard earned fund used for the construction of the project, lost the place the abandoned projects occupy while they become an eyesore to the beatification of the environment. Such abandoned projects are indices for lack of seriousness as a nation
No doubt, Nigeria has lost a lot of billions of naira due to the corrupt practices in procurement activities at Federal level and many more from various states ministries and agencies. It is however, a credit to the present leadership of President Muhammadu Buhari as the first regime to continue the execution of ongoing contracts awarded by his predecessor, President Goodluck E. Johnathan despite being from different political parties. This is one of the sustainable strategy of the present administration, a clear indication of seriousness and readiness to serve the nation. Traditionally, every government in Nigeria abandoned ongoing projects by their predecessors and started new ones while some regimes abandoned their own projects. Some of the reasons giving for abandoning projects are not due measures as reported by an online paper Naij (www.naij.com). The paper claimed that the national economy is disastrously being affected by abandoned projects and stated that every new government considers projects and programs of its predecessors more as legacy and ideas rather than ways and meant to improve the people’s well-being. The majority of the contracts for the abandoned projects were awarded to party men, political associates, friends and family members of the political leaders, whom might not even possess any technical knowledge needed to execute the projects. At the same time, the skills of project design, monitoring and evaluation are a must for project realization and benefitting the citizens.
Today, it is exactly ten years since the public procurement bill became an Act of the Federal Government. Has the abandonment of projects been stopped? If yes, then Honorable Dr Abbas Tajuddeen wouldn’t have been busy sponsoring the amendment of the Act. Has the corruption from public procurement been stopped? The answer is dicey and at best, one can say the corruption has been minimized, fraught with inefficacy, delay and frustration to the budget implementers, contractors and consultants. Let us examine the implementation process, the gap and how the sustainable public procurement, an innovation can bridge this gap. 
 Ideally, application of procurement rules appears to reduce prices of items for the benefits of the nation because effective public sector procurement contract system hinges on a desired degree of transparency, integrity, competence, competition, and value for money. The procurement process in Nigeria can be broken into nine stages.
The first stage is planning an efficient Procurement process driven by needs assessment. Here, officials of the Ministries and agencies are to assess the needs of their establishments to accomplish their mandates in an efficient and cost effective manner. It is done during the year before the coming budget year. The second stage is adequate appropriation. This includes budget preparation, budget presentation by Mr President at the joint sitting of the two hallow houses, budget defence before the committees of national Assembly and eventual passage of the budget into law. After the passage, the budget is uploaded on government website for the information of all Nigerians and beyond. Stage three involves advertisement in two major national newspapers calling for qualified bidders irrespective of their personalities and backgrounds. The fourth stage is Transparent Prequalification / Tender where conditions for prequalification are stated. Normally, bidders are allowed six weeks for adequate preparations as sometimes the requirements for the prequalification and bidding are herculean and only attainable by serious bidders. The fifth stage is submission of the bids on or before the deadline for the opening, normally 12 noon of a given day is set aside for the opening of the bids before all the bidders in transparent manner. At the opening session, all the bids are opened one after another while recording the essential information such as cost of the contract, time of completion, registration certificates, etc before the bidders. At the end of the opening, some bids who could not meet up the prequalification requirements are dropped and only those that passed the requirements are selected for the next stage.  Stage six is the follow up stage after the bids opening. This is a stage for the Bid Evaluation by the Technical & Financial Committee of the Tenders Board. Here, the Committee examines closely/intensively the technical competent of the bids that passed the prequalification (To be continued next week)

Permit me to congratulate National Agricultural Extension and Research Liaison Services (NAERLS) for the laudable innovation to serve the Nigerian Farmers. The National Farmers Helpline Centre is an efficient extension approach capable of improving agricultural productivity. However, I noted that NAERLS trained 400 unemployed youths  in AUGUST 2013 on behalf Federal Ministry of Agriculture and Rural Development as agricultural extension facilitators. During and after the training, the impression or the intention was that the trainees were to be immediately employed after the training and be posted to their states of origin as extension facilitators. This was not done till the end of President Goodluck E. Jonathan. I however note the current effort of N-power and hope that the beneficiaries will receive the required training to perform.

Let me once again commend you for your lucid and insightful contribution on the need and potential impact of the National Farmers Helpline on agricultural extension in the country. It goes without saying that bringing technology into the mix would extend the reach and capability of extension service providers as they struggle to close the human resource gap within the sector.

I however must raise some concerns as to the sustainability of the project as envisioned in the article viz. the desire to see it as a toll-free service to farmers. Apart from the prohibitive cost of providing regular information to over 15 million farming households free of charge, there comes the even more important question of long-term sustainability. There is no greater measure of value than payment for a service. If the primary consumer of a service is unable or unwilling to pay for a service, then the impact of the service becomes doubtful. While critical information on disease outbreaks and containment measures should be broadcast free to farmers (of course free in the sense that the receiving party is not paying for it), value-added advisory and market information should be paid for by the requesting party, the beneficiaries. In the foregoing scenario, the government would pay for information it wants to broadcast to farmers, while farmers would pay for information they desire to improve their yield and increase their income.

Further on the service sizing, a truly national farmers helpline servicing 15 million farmers a year would be taking about 170 simultaneous calls all day if it worked for 10 hours each day 300 days in the year at an average of 2 minutes per call, and that is only if each farmer calls once in a year! The sheer human resource requirements of manning the helpline means that employing a 2 tier approach to fielding calls is inevitable, with a primary well resourced, professionally manned helpline to field all calls at the first level and pass on calls that require more technical help to the secondary helpline manned by subject matter experts. Of course there is a real cost to having all these people sitting around answering calls from morning to night that obviously goes beyond tax relief to the service providers involved! Nigeria is a big country with tens of millions of farmers who may all wish to enjoy good services from the Helpline Centre.

Let me end by agreeing with you that it is important that this is a collaborative effort by all involved in providing extension information to farmers both in the public and private space. Putting all available knowledge on a common platform will not only enhance the quality of extension information received by the farmer but as well as drive down the cost and time associated with disseminating the information, making it a win-win for all involved.

Ahmadu Bello University Revolution in Seeds Technology
The efforts Ahmadu Bello University Zaria in the area of seed technology are commendable. In the same vein, a very big kudos to you sir (Prof. M.K Othman) for educating millions of people especially Nigerians on this very important revolution made in the history of Nigerian Agriculture. I think more avenues of information dissemination should be explored so that the target beneficiaries which are the peasant farmers would be kept abreast of this innovation. I must commend the Executive Governor of Gombe State, Alh. Ibrahim Hassan Dankwambo for endorsing the collaboration between the states' Ministry of Agriculture and the MDGs in order for unemployed graduates of different fields of Agriculture in the state to undergo intensive training in the specialized field of Agricultural Extension by the National Agricultural Extension and Research Liaison Services (NAERLS) A.B.U Zaria. This is an effort in the right direction and will in no small measure boost Agricultural production in Gombe State. You are right, my Professor, in saying the way forward for developing Agriculture "is the development, promotion and adoption of improved indigenous technologies that are suitable to our farming system". The honouroble Minister of Agriculture and Rural Development, Chief Audu Ogbe said a similar thing. He wanted all undergraduates to have some experience in agriculture regardless of their course of study. While his wish may have to undergo some professional consideration, it is a welcome suggestion that denotes awareness towards the crux of the matter. The next step is to encourage those that can actualize his intention at the government level to do so. Let's look inward for indigenous sustainable technology for solving our problem. -
